Instructions to Bidders:

Please read the bid documents carefully.  Bidders should review all of the bid documents prior to a jobwalk.  Be prompt, and arrive at the designated area before the jobwalk scheduled start time.  Late attendees will not be eligible to bid on a project.

Any notification or addenda from the District of bid opportunities are a courtesy. All bids are updated and posted to this website.  Bidders are responsible for checking the website and including all issued information listed on the addenda in the final bid response. 

All bids must be submitted in sealed envelopes, identifying the bid number and project title, to the Purchasing Department before the deadline shown in the bid documents. Formal bids cannot be submitted by fax or email.

Requests for copies of current Bid/Agreement forms, general forms and conditions should be addressed to the Purchasing Specialist listed.
Bidders who are in doubt as to the true meaning of any part of the Bid or Proposal packet or finds discrepancies, errors or omissions must complete a Bid/Proposal Question Form. Deadlines and additional information can be found in the Bid or Proposal package.

Bidder Protest:

Bidders who wish to formally protest, must complete a Bidder Protest Form within five (5) working days after after receiving the recommendation to award notice from the Purchasing Department. Protests from Bidders and their agents will not be considered by the Board of Trustees during a public meeting if they have not followed this procedure.

NOTE:  bidders must register with the Department of Industrial Relations to be eligible to bid on a public works project.

No Contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 (with limited exceptions under Labor Code section 1771.1(a)).

No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
